yeah i think it is used both way but officially its Filipino but people are called Philippines. but again i has seen it used either way unlike Philadelphia which is always Ph
Filipinos and the Philippines are both supposed to be spelled with an F since the Philippines are named after King Philip II of Spain which would be King Felipe in Spanish and as it was the Spanish colony, the intended name of the Philippines is Las Islas Filipinas. It was anglicized to Ph when the Americans took over after the Spanish American War

It's always amusing how there are so many countries that call themselves one thing but then the English have given another name which is what we actually use on maps.
Both Philip and Philadelphia are greek words and written with Φ (Φίλλιπος, Φιλαδέλφια). The correct orthography (yes this word also) of greek words that enter latin is with -ph. Philipines included. That's because in greek originally Φ did have a slight p sound, though today it's pronounced exactly the same as -f. Maybe that's why Spanish just use F, this I don't know?
In simple terms:
Philippines - The country
Filipino- The people or the national language
Philippines - The country
