[Solved] Problem downloading really slow

From the past few months i've been downloading a ton of games from nopy, workupload, etc, at a normal/high speed, but now it seems i can't pass 250-350kb/s , steam downloads fine and speedtest shows me all the MB/s, but for some reason i can't download from these servers at full speed now
Edit: I figured out that the issue was actually my PC, not nopy servers nor my ISP, i runned a program called TCP Optimizer and windows network troubleshooting and somehow, it got fixed.
Thanks to all the people who tried to help me.

try Rebooting your router to force a new ip address you may have bad hops.(Hop = servers you go through to get to destination )

Ok this is a bit more complex but we are going to change your DNS don't know your level on pc maintenance trouble shooting so will give you a walk through (if it does not help it is completely reversible )

Windows 10

1 right click on start
2 click run
3 in the run box type cmd hit enter
you should now have the command prompt box black with a load of text.
4 Type ipconfig /all (note the space)
5 look down the list for dns server jot down the number. (make sure you put the . in between the numbers its important )
(Put numbers in safe place you will need them if you want to reverse process)
Stage 1 complete
Stage 2

  1. Open Control Panel.
  2. Click on Network and Internet.
  3. Click on Network and Sharing Center.
  4. Click the Change adapter settings option in the left pane.
  5. Right-click the network interface connected to the internet, and select the Propertiesoption.
  6. Select and check the Internet Protocol Version 4 (TCP/IPv4) option.
  7. Click the Properties button.
  8. Click the Use the following DNS server addresses option.
  9. Type your "preferred" and "alternate" DNS addresses.

If you're using Google Public DNS, OpenDNS, or CloudFlare, you can use these settings:
    • Google Public DNS: 8.8.8.8 and 8.8.4.4
    • OpenDNS: 208.67.222.222 and 208.67.220.220
    • Cloudflare: 1.1.1.1 and 1.0.0.1
  10. Quick tip: If you need to use more than two DNS addresses, you can click the Advancedbutton, and on the DNS tab, you can add, edit, and remove as many resolvers as you want. You even have an option on the side to set their priority.
  11. Click the OK button.
  12. Click the Close button.
Once you complete the steps, your device will immediately start using the DNS settings that you specified.

If you hit any problems post back

Either access the router page and see if someone is using up your connection or go to speedtest and see if the problem is truly with your connection speed.

Are you using Wi-Fi? Have you tried with ethernet?
If you are using Wi-Fi it is even more of a reason to go in your router page as a different channel might help.

as it is affecting only some sites an ip change or dns change would normally work as it generally bad hops that cause the problem if it is only affecting certain sites .Only other suggestion i could make is may be a decent vpn, Maybe your isp is throttling certain sites but that is an outside shot

other than that i cant come up with any other possible solutions

I'm using ethernet, wi-fi does the same slow speeds, btw the past month both wi-fi and ethernet worked fine in those servers, so i don't really know what to do now :/

I tried FreeVPN only, but sadly got no results :/
If my ISP is throttling these sites, is there something i can do besides calling them? because my ISP support is sh#t and those guys never ever wanna help you, they say that they only make sure you can surf the web.

I want to add that i tried downloading the same file with another ISP in the same PC, and it gave me roughly the same speed so, i tried with my mobile phone and it actually downloaded at full speed(connected to the same internet), is there a way to troubleshoot the issue on my PC? D:
