An append is an addition. It's usually the term used for DLC in this form. So it's basically an expansion on the main game, but sold separately.

Is there really a reason to translate the append when the base game got a translation already? I would imagine the append will eventually get released as well. Just have to be patient.

If I remember correctly, Ideology in Friction was fully translated by Kagura Games. They're definitely going to want to translate this too.
