It's not up to any of us to say what is or isn't a waste of the devs own money however the person you quoted wasn't wrong.
There have been many surveys on here and many comments about sounds in games and in every instance the majority turn sounds off.
Adding voices, sounds and music is costly and time consuming for something a lot of people really don't care about.
If the dev wants to do that then great, if he feels like it improves his work then all the best. As long as the dev gets what they want out of their game everything is golden.
Imho, all three of you in this conversation ( so far ) have good and valid points. Ultimately though, it comes down to your last two sentences.

Halloween event wasn't triggering for me either despite meeting the requirements, so I manually triggered it by going into the console and entering "jump halloween_event_start"

There was an update in September that didn't add much content to the story, but when you finished it you got a message on the screen saying there was going to be another update in November, so let's hope so

Music can be very worth it. As amazing as writing and visuals in Eternum are, the music and sound are what help elivate it to top tier. Other games are like that too. Music and sounds are really important in games
Plus even simple background music in games is nice, even that one that's in nearly all porn games, playing in silence is kinda awkward a lot of the time.
A lot of people don't turn off music and sound completely, most people turn it down because Ren'Py defaults to crazy loud the first time you play a game

After a long wait, we get a Halloween update. I enjoyed this game, but the last couple of updates have gone nowhere story-wise. I am starting to lose interest.
