Identify a game called "something" city

i can't seem to remember it but it goes like this , you start off creating a character gender male or female and pick clothes then you pick a start up smart/ strong / party animal etc , each with advantages and disadvantages you just got into the city and need to adapt to pay for your rent there is tons of opportunities crime and a lots of fetishes it is more text based + animations or gifs and images all i remember is that its has a city in the name
