To add to what WindDX said, Sophie just hasn't been a popular choice among subscribers. Yes, I want to see Sophie's update, but there are many other updates I would rather see first. Most other subscribers have wanted the same.
The control Chyos has over the order of updates is in the order in which he adds the entry. Since it is a weighted system with each entries votes carrying over into the next vote, the earlier they are introduced the more voting cycles an entry will have ensuring it gets selected faster.
The current update, Kirlic, was introduced after Sophie, but it garnered more votes.
The order of poll shows how long they have been an entry, where the new one is added to the bottom, and winners of each round are removed.
Sophie has now been in the voting the longest, Frisha the shortest.
The bar graph can be confusing. The percentage on the left, along with the bar graph shows the percentage of the current vote. The "+x" after each name is the number of votes each entry is carrying over from the past votes.
Tia has got 179 votes this time around, she already had 376, so her 555 narrowly is beating out Julia's 112 + 421 = 532.
(There are also Subscribestar votes not listed in this graph, it's Patreon's, but it only has like 60 votes, so most current votes are displayed in Patreon's.)
Tia is going to win this round for v0.6.3.0.
Julia will be close to impossible to for v0.6.4.0.
It's going to be close between Sophie and Umah for v0.6.5.0, but the loser will most certainly be v0.6.6.0.

The werewolf quest is close to over, as far as the cult in Arenfield goes. But yeah, you can't blame Chyos for your wanting to see Sophie updated. His subscribers have told him they want to see other things first.
