developer is happy when see that he can take time as render 1000 image as time code program
he so prudes them for give him more time delay excuse

This doesn't matter in terms of calculating completion.

Hardly any work is performed at the same pace ("weighting") from start to finish. It doesn't stop people from measuring it as 0-100% complete, and you won't exactly see them go "yeah, i've had half of the ditch done, but the other half i'll do much faster so it's ackshually 75%" unless they're trying to fudge the numbers to look better on the report.

It shouldn't be treated any different here, either. The dev might do the remaining 40% faster? Great, but it's still 40%, not 20% or whatever. After all, even the dev himself isn't assigning these supposedly more "weighty" tasks higher completion values, in his own reports.

wait, what are we talking about here

has he said somewhere that he will be doing the rest of the update faster or use ai
especially for programming and translation part

and what do you guys think, how much time will he take to complete P&T part from 0-100%
