I have dabbled in oogabooga before, but mostly as a chatbot, do you know how to use it to create a permanent memory for the world-building/lore elements?

I haven't used it myself (I don't think my PC can handle it), just remembered reading that thread a while back. DungeonAI was really good before the purge, I hope you can find a replacement for it.
