I don't like to spoil things for you... lets say that this is one of the best games here in a manner of consequences of your choices...,
and the story is about the city and the people there... every character has own story. There are prequels and sequels to this one, and probably 100+ characters. The main protagonist in this one is fashion magazine photographer (but not only)... The current version btw is not bugfree yet, so check the next update... I think if you are into story driven games - this one will be one of your top choices... The developer HoneyGames already planning the next game in this city

I know it says Ren'py or Unity, but you can look into Claire's Quest if you feel like it. It is a RPGM, but it is good.
You can also try Good Girl Gone Bad, that should fit your requirements better.

so u said the game has 100+ characters so is this one of games where you have a romantic routes with all the female characters?? or do u have to choose a single girl to be involved with?

All of those are made by US Devs. The 3d ones are made in honey select so the they look a bit asian.
