the only way to get the offline viewer currently is via this 4chan thread
there are virtually no instructions, but all the downloads are through mega which has a 5 GB cap per day meaning you need to download everything piece by piece spread out over hours. I have spent hours messing with this thing only to realize I need TABA viewer or the viewer big patch or just patch...it is exceedingly unclear. I have been repeatedly trying to do it right and nothing seems to work and I'm pretty close to just tearing my hair out and it doesn't seem the rpg x viewer is on f95 or anywhere else.
