I'm working with two artists, and the plan is using their skills to create the content that is most needed in the market, then try to sell them as a package on the usual marketplaces like itch.io
From what I've seen, backgrounds take so much effort that background artists are always in demand, and unlike characters, they're not too specific in look, and different projects can utilize them without looking like each other.
Now the question is: what to draw?
I want to ask you, what backgrounds would you pay for if you could buy them instead of commissioning them?
You can be as detailed as you would if you were actually commissioning it. Even provide references. Who knows, you might see your order showing up in a package sometime soon.
