Does anyone have an upload of v3.9? Current version's level editor has a bug where you can't delete multiple notes at a time.

You can use the dev mode trick where you only need to hit the first note perfectly and you're done. Automatic 7 stars(yes, I do mean 7 stars)

Cheats don't seem to be working in v.40, even with F2 then writing Dev. Anyone has any idea what I should do, or does anyone have a full save for that version?

The cheats listed on the first post haven't been fully operational since march of last year, though a few things in dev mode still work. There are a handful of posts every few pages discussing different methods of auto-winning any given level, there are a few that would get you what you're probably looking for.
The easiest one mentioned earlier on this page is to enable dev mode, hit the first note perfect and press the end key as mentioned here:

Nah, he's simply not bothering anymore since most of his fans don't call him out. Like look at Claire's animations, they're the roughest looking ones, leftovers from erasing lineart, poor shading in some poses, it looks like a mod at times.
Funny thing is, it's a standard Kom set for himself by adding shading to every existing animation. Though as you said it still worked out for him since those 2 Claire animations haven't been cleaned up in months.
On the topic of animations, it's pretty funny that the latest UI update means there are now some animations with visible "shortcuts" taken since they'd previously be hidden by the UI.
