No, because it can only be a personal opinion depending on genre, fetishes, gameplay, art, performance etc. As such, there is no one generally accepted best game.
Quite honestly, they all kind of fall short in some way that will manage to annoy someone.

Try looking through this latest updates search, you could add any tags you like but there's only six pages. Some Japanese games don't seem to have be tagged though. Personally I like Princess Sacrifice (it's in translations), and Familiar Spirit of the Demon Lord.

They have issues but I also kind of like Taima Miko Yuugi and Succubus Rem.

Maybe try a Wolf Editor game, Huntress of Nipurheim is pretty good.

Edit- Turns out Princess Sacrifice is not RPGM but LiveMaker.
