you need a device "armbinder remover" for this. Struggle arms until state "tight" (needs hook), then go into device and press "E".

(level design has been changed since then )

P.S. The functionality of the hooks has also changed since then, so now they are used to work with rope and straps/armbinder. Sharp corners are used for tape.
