I'd guess less 'false advertising' and more 'lost in translation'. So this here is a demo of a full version that does exist, but the dev is Chinese, and the OP is copy-paste from their Patreon as translated through either MTL or a very non-native speaker. Wires were crossed.

Which, let's be real here. If the game's translation is anything as bad as the description in the OP, you're probably not missing much.

They did claim 'RPG game' and 'not all of hentaidom'. So, maybe they're correct within the limited scope of only RPG Maker games? I don't know, nor do I really care all that much. I think that if your primary goal is a quantity of characters large enough to brag about or be a marketing bullet point, then they're probably not all that great individually. Just archetypes and caricatures with paper-thin or nonexistent personalities. It's like an Ubisoft game bragging about size of its open world, only for 99% of the activities littering the map to be copy-pasted busy work or McGuffin collecting. For someone who likes being invested in interesting characters, that selling point is more of a warning sign than anything else.
