Any games you guys suggest where you can change the clothes of the FEMALE antagonist and can also be naked publicly/outdoor?

Just to be sure, I presume you meant protagonist, not antagonist, right? Protagonist is the main character thats generally played by you, antagonist is the main enemy.
If thats the case, there are probably more games out there with clothes changing options and often being naked outdoors than not. At least my memory says so. The japanese have a thing for that, dressing up, progressively being able to put on less and less, up until you either go around without being seen or openly talk to people while being naked.
Im going to spare you with only half or untranslated titles, as not many people have an automatic translation program set up, so heres a list of translated japanese ones and a few from english speaking developers.
These 4 have the "regular" progression of becoming more open minded and then being naked afterwards.
These 2 are not yet finished, but are pretty much based on exhibitionism, so something to keep an eye on.
Heres a finished game that features changing clothes, with varying scenes, not exactly streaking in public but pretty close to it sometimes.
And lastly, this one is a new take on the whole exhibitionism, because the starting clothes you have is just bodypaint. Which also gets gradually more erotic if you want.

There is the exhibitionism tag to be found, but pairing that with female protagonist is something thats not really prevalent in games from english speaking developers. As in, not japanese ones.
The reason for that could be that many western games have male protagonists. And theres a multitude of possible reasons for that. Now add in also wanting customizable clothes, and you have narrowed it down even more.
But after thinking about it some more, for example Witch Trainer by Akabur does have customziable clothes and public nudity, even more so with the mods for it. Goes as far as letting you shorten skirts, make clothes see through and all that. But theres a downside, you play a male (the genie). The management/trainer titles arent really centered around the protagonist at all though, but thats your call.
Another one is The Wind's Disciple. Not many, but still a few clothes to change into, female protagonist, and being able to go naked later.

Valiant Warrior Astrid, Vis Major, A New Dawn. Those are all unfinished, but are female protagonist, and already display themes of changing clothes, and my estimate is they end up with public nudity too, or even have it already.

Scarce is putting it lightly. I still have a bit of hope, as it really is probably the best game i've played in the genre, but am starting to accept it's abandoned
why hasn't dark elf adventure been translated yet? seriously its a good game and also why no one made a thread for these games yet too? come on...
