Good luck with that...
Most often the zone gives the prefix to games, where the dev has gone completely silence. And in the other cases where a dev didn't develop as fast as the zone "demands" and then get the prefix. The case where a dev declare that they won't work any more on the game is the exception to this.
And also from all of those who announce the abandoned of their game you need to find those who are willing to let a complete strange take over.

If you are able to copy the visual style of the game, as well as the writing style, and to understand enough what have already be presented of the story, in order to at least not close the doors that have been subtly opened, why don't you make your own game?
Because if you can do all this, you're already better than half the devs on the market.

And if you aren't, what make you believe that someone would want to play a game that have a sudden, and possibly abrupt, change of visual style, writing style, and would lost all coherence because not pursuing what have been initiated?
Because it's what would happen if someone who isn't exceptionally good would continue the game after its abandon.

Honestly if it's been completely abandoned and you decide to hack it and complete it as a fan work I think that's totally fine.

So, you need a dev that give you his files... Good luck, perhaps first play the lottery might be easier to hit the jackpot.
I mean like it did work with the developer of Nevard he did send the card in discord but metadata doesn't work so you know can't use it, the chat was 6 months ago and he have not responded yet he left on asking if i can the male card too

i'll trust your word on that
It's really just my opinion. The original unfinished work still stands and there's some personal value I feel in finishing it if it calls to you. So long as you're not trying to profit off of it or something I see it as a tribute.

The characters or the game?
Both. Everything. You cannot sell games you made with Honey Select or Koikatsu on platforms such as Steam because they do not legally belong to you. Anyway, if you really want to continue a Honey Select game, why don't you make it yourself? There are countless beautiful characters you can use on sites like Bepis or Booru.
