Can someone explain how to make graphics like HS Tutor?

I'm less than a noob on 3d animation (i've done none of it ) and I've been searching over the internet trying to identify which tools can create the "manga" effect that the HS Tutor game has.

Is this made in blender? Does anyone know or can identify the tools?
