Update found it Tomb of Lust
The image on the front used to be a girl in a prison black and white striped prison suit with a jail behind her.
The map of the game:
If you left he cells on the right it opened to a prison yard with guards at multiple exits the 2 right hand side exits went to another prison yard they could work.
If they over worked and passed out they were moved to area to recover.
There also was a bar or something that needed to be repair at the top of the first court yard from one of the exits.
It is an RPGM style game I say that because of the game mechanics I remember but I just went through all 90+ pages of them and didn't find it. Also looked under wolf.
Maybe the front image has changed.
I also checked under other tags and combinations of them such as female protag, big tits, corruption, exhibition...
