Full body for better field of view, the stance and how they hold themselves helps determine someone's age as well as their face.
Also if you have a more neutral look instead of the 'sultry' eyes being shown that might help a bit more.

Based on skin, expression and breasts, I would say late 20's - early 30's. If we base it on facial structure though, then she looks like she's in her early teens. It doesn't really add up.

Honestly as long as she doesn't have a child like body/features, then it can pass for 18+. The problem realy comes when both body and personality in many games seem highly immature, yet they claim 18+.
