If I remember correctly, yes, you can play as futa. Femininity and appearance is determined by you femininity score, hips, breasts, clothing, etc. NOT having a dick helps, but I think you can keep your dick without going all the way. You just have to be sure to not take the hand of the fortune teller once you have that final decision dream.

or if you do not want to refresh feeling like it is cheating you can go to the hair cut place in the mall and ask for a job, they will tell you to go to school to cut hair and that will open the university location up. Or go to the anderson building and ask for sales job because the job needs a degree also that should open the university up to you.
I was wrong the sales job at anderson building tells you you need a degree but they do not tell you where the university is located so you can not find the university that way, just tried on new start with v0.11.9_HOTFIX
