No. RPGmaker VX Ace is written in Ruby, MV is a piece of shit running javascript on Chrome webbrowser.

With those specs, you should have no trouble running MV. I know that MV's a ram hog that needs all the ram it can get just to get started. Generally, it loads the entire game plus extra into your RAM. It is also known to have scripts that don't clean up after themselves and leak ram. It's built to run on vista and newer but can run on XP. The games on MV are heavily Javascript/Html so if you can run a browser, you should be able to run the games. You could try the index html file in the www folder?
