Much of what you said is wrong. (tobs did write her though)...Kinu is not Savin's NPC. The Observer made Kiyoko and Kinu.
Kinu is like those Princess Maker games, in that the player's choices determine how she turns out.
And there's no parent/child incest content because of Patreon rules. Don't complain to the devs for folowing the guidelines of the site they use to finance themselves with.

Savin wrote a father/daughter incest NPC in CoC1. The daughter of Helia, which he gave the punny codename "Helspawn".
People asked him to finish that character. As most of it was WIP. This infuriated him because he hates being told to finish what he started.
Which is where Kinu comes into play.
Kinu was explicitly designed as "a spite project and a salt mine" (dev words, not mine). Designed to troll helspawn fans.
In addition to explicit dev quotes. we also have the design document which again explicitly says the character exists to troll helspawn fans. And written fully with this singular purpose 2 years before the first release of coc2 according to her writer.
It has absolutely nothing to do with Patreon rules.
And aside from trolling helspawn fans, it also pissed off many people who didn't want incest, too.
There was plenty of splash damage there.
You are lured into caring about a character as your virtual child. Then it forces a timeskip on you. During the timeskip her mom abuses her, they both turn racist against you, your daughter hates you and looks down on you, and they even give her an arranged marriage, which she is all for and is angry at you for interfering in.
and then your MC becomes emasculated as they put words in his mouth too.
I mean, sure, the Helspawn incest fans would have been upset at being cucked.
Everyone else also didn't like it either.
Which means they succeeded too well, since their goal is explicitly trolling. They just trolled way more people then they initially intended.
Here you see tobs stating that 2 years before the game's first release she was already planned as a spite project and salt mine.
