This is very much a Japanese thing. I don't know if the situation has improved any, but basically feral cats are just left to grow wild and free. Slaughtering vast numbers or birds, shitting all over the place, spreading diseases and parasites, dying horribly, digging up your garden, etc. Every now and again they send out the troops, not (quite) literally, to cut down the numbers. But it is usually made out to be 'cute' and 'romantic' in anime, games and the media.
