some reason when loading certain maps the maps is all blue like this

What's the name of the asset?
Did you inspect the surface with the surface selection tool?
Is the shader set to Iray or it is something else?

When i recently cleared my hard drive and got a new one all of a sudden all this blue started happening and other problems aswell but this blue is really irritating. It does it with a lot of environments and hair assets the map is this

Hmm weird, asset load just fine. If it's just visual, you may have a something wrong with your Style layout, maybe try Windows>Style>Customise Style, click All, unthick "Use independant viewport", click defaults, accept and save your Style layout.

GTX 1070 it started all of sudden when i got a new hard drive, but Daz had nothing on that hard drive for it to cause it. I read somewhere that its to do with the programme being updated or some shit like that and mine is 4.10 i assume is the latest build.
4.12 is the latest. You may have stumbled on both of our issues, maybe it was a daz update that stopped mine, the card was just a coincident, try updating your daz.

how do i update to 4.12 cause im sure i had 4.12 cause that has denoiser and now i dont so im guessing is downgraded the update and thats what has caused the blue

I can confirm now that all the blue is from using 4.10 im now loaded the same maps and they dont have blue crap everywhere on 4.12
