Nah I disagree with almost every piece of analysis you made in regards to the other girls. If you look at Liuda, her eyebrows are entirely different shape, they just make the same facial expression as the old ones. Her jawline and lower face is structured entirely different and her eyes are shaped almost nothing like the old ones. What Mulan nailed is the same "vibe". The two depictions are similar (the hair and color scheme) and give off the same "energy" and expression.
With Nadya, Mulan did nail the eyes which was probably the most important part, but her eyebrows, lips, and face shape are completely different. The eyebrows are a different color and shape, her lips basically did a reverse (the top is now the larger, whereas bottom was larger in the old art), and her jawline became much sharper compared to the almost completely round jaw and chin of old Nadya. Once again, same vibe/energy/expression, completely different shape.
Shwift is a more direct "upgrade" because with this one, none of the facial features actually did change, except the eyes. But the vibe did change with Shwift. Her default expression doesn't really look so much like a psycho as old Shwift, largely because of the eyes. They are less deranged and more inquisitive. Her smiling expression is just as deranged though, so it works.
Because you left out Katya and said that I said she was pretty much the same (which I didn't say, I said her vibe was the same, her face is almost completely different) I'll include her.

Starting from the top, her hairline changed. It has been made significantly less rounded, her hairline is overall sharper and more square. Her eyebrows are a completely different shape and her brow is positioned differently. The eyebrows are longer, darker, and more curved, and her actual browline is not as raised/vertical as it used to be. Her eyes also have significant changes, they have shrunk in size and she has a more pronounced eyelid. Her nose is significantly less pronounced from bridge to tip and the tip has been overall shrunk. Her lips are similar in size, but the lipline is flatter and downturned at the corners in the new art, whereas old Katya has upturned corners and a protruding upper tubercle. Her overall face and jaw shape went from pointed like a heart or inverted triangle to more of an oval. They are not even close to being the same, top to bottom. All they share is a color scheme and similar vibe/energy/expression.
If you look at new and old Kira, I'd say you're exaggerating the changes. Do they look the same? No. Do they have the same vibe? No. But their features are similar. First off, all of her features have softened except for her jawline. Mostly a lighting change, but it does change how angular her face looks in some areas. Her lips are wider, but almost identical in shape to the old ones. Probably the closest in terms of all the previous girls. The peak of her eyebrows has been shifted outward, but they are the same size, color, and position as old Kira's. They even invoke the same resting bitch face as the old ones. Her nose is almost identical, very little changed here outside of lighting. What fundamentally changed are the jawline and eyes. The jawline went from rounded to pointed and you're right, her eyes are completely different. The change to her eyes is the most significant out of any of the girls so far and the expression that she has with the new eyes doesn't give anywhere close to the same energy as what old Kira did. She went from drug addict with a resting bitch face energy to model with a resting bitch face energy, which to me is a failure on both sides.
The vibe that I think Kira should give is that of a spy. She was a spy at the start of the game, she will be a spy during the game, but the player can corrupt her to be a bimbo/slut/cow that is also still a spy. That means that at any given point her demeanor should never stop looking like a spy, until she actually stops being a spy. Do I think new Kira is better looking than old Kira? Not from a purely subjective standpoint, I'd mark them about equal tbh. I don't care for one more than the other. The reason I think new Kira is better for the game than old Kira is because she is more consistent than old Kira. She looks like precisely the same person from every angle we have seen her from, which is worth way more than subjective opinion on how pretty she is.
