I guess if you're making a game about android sex? The problem with Text-to-speech synthesizer is that it lacks context and tone; it's okay for telling you to turn left at the next roundabout, less so for telling you that she's secretly always loved you, and waited for you to ask her out.

Eternal Hour has such stiff/wooden voice acting; I couldn't stand it. That was about the only thing I didn't like about the demo.
Voice overs in games are more popular in Japan, as eroge is a much bigger industry over there and there are plenty of studios with budgets that can afford them. The majority of the stuff you find on here though is often by very small production teams, often solo/duo devs pumping things out on a shoe string budget, which is why it is so uncommon (outside of some of the more successful crowdfunded games that made a point of earmarking some of the money for such purposes.)
