I was thinking about whether it's better to have good, high-quality art from a neural network, but the gameplay itself is very monotonous , or poor art drawn by the creator, but with exciting gameplay?

Does anyone know of any games where the art is hand-drawn, looks great, and also has very addictive gameplay?

Takamakuran's games have hand-drawn art, tons of it, and it looks very good. Guy is not just good at art, but also at art usage.
Gameplay is mostly standard for "Mercenary's Adventure". On the one hand very basic for "My]R", on the other hand very mysterious if not even cryptic (30 or so endings), so the basic-ness does not get noticed as much.
Have not yet played "New Game" myself.
