Did you check that the minimal requiements are installed and up to date ?
I downloaded those, (I'm also playing on a different sims now, the one from fg) and now S4CL shows up when I click on anything, and so does "Configure Mod Settings" where I can configure Deviant Core... but that's it, I can't do anything with else related to DD with my sims. I downloaded Deviant Core v1.19, S4CL v3.17, Mod Settings Menu v1.3, and DD v5.28.1. I opened all the zip files and dropped everything directly into the TS4/Mods folder without subfolders. I must be doing something wrong since it works for everyone, but I can't figure out what... I also removed BE, nothing changed.
Assuming you've done everything correctly, it should work. Maybe you just forgot to enter the cheat “testingcheats true” with Ctrl + C? This is necessary to see the DD menus.
That's the problem! I enter "testingcheats 1" into the cheat bar... I only see Deviant Core, Mod Settings, and S4CL after that. There is zero anything with DD in live mode. The CAS aspiration and preferences work, and DD says it's loaded xx out of xx animations in the side pop up... that's it. I downloaded Dodi's repack last night, same result.
at some point ya is in v5.29 and he tends to be 1-2 versions ahead on parteon then what is released public so just have to wait.

It's because of the RAM and VRAM. I had the same problem; it was very slow with annoying loading times. So I changed my RAM from 8GB to 32GB and the VRAM from 2GB to 4GB, even though the game requires a minimum of 4GB of RAM and 1GB of VRAM. It only works with the base game without the DLC, since I have a folder of over 15GB with mods, outfits, animations, etc., and the game runs very well for me without lag or annoying loading times. The mods that slow the game down the most are the TS4Script type, but they are very necessary for the mods to work perfectly. For example, the Cumshine mods for the Creampie animations.
part of the long load times is because of the required Deviant Core is has to load Animations. CAS items and etc which can take awhile the more Animations and CAS items and such the longer the load time. i have done some testing on that with DD vs. other mod with same amount of mods with Dd and DC the load time is more then double in time can go from like 15mins to well over 30 mins with DD and DC.
