So art is okay, I think it could be quite good in the future. I see passion and willingness to learn from the developer.
The problem for me is the idea of a multiverse parody. I understand why the developer decided on it, thanks to this you don't have to build a world, just use the standard assets of the city from RPG maker. And the developer can practice his art on different characters he like.
But for me it's a boring and repetitive way of doing things. In such a game there is not enough immersion and you can't trick your penis that it is looking at something canonical from the world you like.
Such games are more like interactive galleries than an interesting experience.
In my opinion, the developer should focus on one of the worlds, maybe Teen Titans? Make a game with a few characters from that world, Raven, Starfire, etc. You can still use the base assets from RPG Maker for this because it's still mostly a city.
Create some simple story about the girls being stressed out from fighting evil and looking for someone to spend time with or something like that. Or, although it's a bit cliché, let the main character have some power that slowly corrupts them.
In this way we would have a small cool game from a popular universe that could be finished quite quickly and the developer could use what he learned during its creation to make something new, even better. And so on until he is finally at a level that people will like his work enough to support him financially in his new projects.
