Companies are increasingly homogenized and risk adverse. Never mind porn, the very idea of appealing to normal male sexuality even with some cleavage, has almost completely been phased out of mainstream movies.
There's no point in pointing fingers and going they do it for this group, because its a combination of all the groups and weighing the cost of who to appeal too.
Yes men love the female body, but at the same time companies can get away with painting any man who wants this as either some Andrew Tate type or complete loser and come out looking like the winner, because there are also enough men who will want to be seen as "one of the good one's" in public.
