Identify Dot-pixel game (atleast i'm pretty sure it was)

I only remember bits and pieces of the game, You started off in sort of a hospital, and just went around a map to different locations clicking on colored silhouettes of people, Which would start a mini cutscene/conversation which could lead to other people or areas, I recall a claw machine type mini game as well (maybe, I remember having to collect something for a quest)

Hopefully the silhouette thing is enough for someone to remember this game.

Too add a bit more to it. It had a similar game style as that of seeding city or life on the breeding comitee. But was more polished graphic wise. There was no real "movement" besides point and click. The Woman that you were able to do things with were full characters, not just silhouettes.
