Downloads fails

Lately, many of my downloads fails. They start with often great speed but in seconds they go down to 0 bytes.
It seems to work if I use a VPN, so it's not a big problem.
The question is if anyone has a theory why this is happening?
Is my internet usage under scrutiny?

You don't say what file hosts you are having issues with not the size of the files.

If using a VPN does work, then very likely something is throttling you (ISP, government, file hosts to your region, etc). Could be a variety of issues.

Thanks for your reply. No special host, though Buzzheavier seems to work alright most of the time.
When I use a VPN, it's mostly from my own country. I have a 500/500 connection and the ISP's here in Sweden
are not well known to meddle with people's downloads. I thought maybe I was not the only one that's affected.
I'll find it annoying though.
And it seems to be all file sizes.
