Normally not, but some VR videos you can rotate the screen with your mouse. It's never worth it without a VR Headset though, they are heavy files and normally your hands are too busy to rotate the screen.

Try Bivrost 360Player from the windows store. It's a bit inconsistent, some work fine while some get set to 360.
