it's not the final version, they said that all game breaking bug have been resolved.
" After version 1.0.9 or 1.1, I plan to write a dedicated post-mortem (or apology letter) explaining the causes of the bugs in this release. I’ll explain how our team spent a month fixing over 160 bugs, yet still managed to leave so many in the official release. But for now, let us continue to perfect the game. "

Sorry for the double reply, but I solved it. Just download 1.07 patch in the ci-en.dlsite, with this version it will give you a Debug Special Tool, Reset Plugin Data, Regain Glowing Star Disk. Now you can go to the Northern Gate and the menu will show the Northern Snowpeak. I don't know anything about reset plugin data so make an additional save before it.

try downloading the latest patch (or patches). the game is known to be quite bugged unfortunately. some bugs are cosmetic but others actually prevent the game progressing or just crashes.

black powder is crafted from home. you might need the materials for it though. you can search the mines probably for ingredients. some can also be bought from Edgar's Store.
