Any fullscreen RPG maker games show a black screen when I open them. I use Win 10 and have a GeForce RTX 2080 Super with up-to-date drivers and deactivated DSR. When the RPG maker games are in the windowed mode they function normally.

if this is about oldschool rpgmaker games, try to install "legacy directX" runtimes ?
That is old directX stuff that does NOT come with any up-to-date directX install, and is only needed by some old programs.

Issue seems to be related to GPU scaling which is not possible through Hyper V GPU P, but I found an obscure solution that will work for anybody. I'll leave this message for anybody who's going down the same rabbit hole as I did.
If you encounter unscalable VX Ace full screen black bar and you're using Hyper V VM with GPU pass through, you have to go to this old ass japanese website
Sandblast will scale anything however you want. It's more like a good magnifying glass that works fast. Apparantly the japanese already had this figured out.
These are the best solutions I found after desperate digging. I'm hoping Cunningham's Law apply here and somebody will step out and give me an even better solution.

Maybe you can switch to the integrated graphic card if you use a laptop for the specific old RPG maker game, then use F5 or alt+enter to fullscreen. Also edit/update your monitor resolution and hertz rate. The old game might not support the newest resolution and hertz rate.
