I played this game some time back so there might be some mixed information, last I remember it was still in development but had completed previous versions. I'm pretty sure I found it here, could be wrong, but it was a game very similar in concept to High Tail Hall.

It was a huge hotel of some sort, you could talk to the numerous characters around different floors and get scenes. There were many floors, even a basement and cinema. There were some characters only accessible if you swapped between the male and female protagonist. As far as scenes go I think I remember there being a dragon in the basement.
