Considering the fact that all browsers have ended/are ending support for Flash, as well as the fact that it's incredibly difficult to find a download for any kind of flash player, I wouldn't recommend developing a game using Flash.

Even if it did still have support, Flash would still be a bad choice because it's slower, isn't and never was natively supported by browsers, and is older.

Flash is kind of dead.
Of the remaining three options, it depends on whether the tool fits the developer intent and the content that the developer creates. I have seen good and bad games in all these groups. But I certainly saw more good games or visual novels using Ren'Py than good games created in RPGM.
RPGM games usually mean less player comfort, and RPGM features are rarely used to create something that cannot be better done in Ren'Py.
In Ren'Py you can create a visual novel or even a "sandbox" game.
Using RPGM is worthless unless you intend to make a combat system, a skill system, etc. In most of adult games, the only feature RPGM brings is a waste of player time walking from place to place, while in Ren'Py it can be solved by a simple location selection menu.
One of the few good cases of adult RPGM games is Peasant's Quest.
Not that it was one of my favorite games, but RPGM brings some added value here, unlike many other games.

Tools like Unity can be a great choice for 3D game like for example Milky Ways, but are usually a terrible choice for 3DGC visual novels.

Best would be a custom made engine and real 3d made by a triple-A studio with several hundred working on it.
Renowned story writer (George RR Martin could be a writer, he is a pervert for sure), A-list actors for the voice-overs.

Now, that would be an adult game I'd be interested in.

Not like these fake devs and their fake (non-moving 3d images) games out there.

RPGM - When I see RPGM tag, I usually instantly skip a game. RPGM means ugly graphics, terrible UI, no mouse support, boring and repeating console battles, big empty maps and so on. In short, big boring time waster for few sex scenes. I preffer even RAGS (which also terrible) to RPGM.

Flash is thankfully dead. Although it can give OK short games with animations, I never liked flash, mostly because it lacked right mouse click feature.

HTML is actually good option for a lone programmer or small team as it possible to create quite good & complex game with it.

RENPY is also good platform for a porn game. Although it seems that RENPY is primary used for VN, it seems that it has quite a possibilities. I don't like VN format, I like to have sandbox feeling, meaning sense of freedom and options. Some RENPY games managed to do that.

Unity/Unreal are best options by far, but as porn games are usually fan or small projects, it's often better to turn to something easier such as RENPY or HTML.

This guy up ^^^here^^^ is like:

but as long as it's back...

Good old tried and true stuff I'm a sucker for:
Ren'Py. Male MC. Sandbox (without stats or grind). Harem. 3 to 5 LIs to choose from with their own individual story lines. Mostly vanilla content. Large variety of animated sex scenes (different poses, outfits, locations for each of the gals).
