For Combat your best bet is Strategy RPGs like Sengoku Rance or Eiyuu Senki. You can collect girls there.
Rather than breeding you have slave training games like PyTFall and Strive for Power which are similar, but nothing on the level of quality of PoP.
There is also untranslated JP games like the Venus Blood Series.
