there's a game that is basically that. i think it got abandoned.
now for ideas it really depend on what kind of game you want.
-a trainer where you corrupt the inmates into becoming your personal sluts.
-a sandbox where you seduce them, offer deals, maybe get stuff from the outside for them in order to make them depend on you.
-a mind control game where you gain access to some magical artifact that makes you able to slowly corrupt them.
-a linear story about a guy who ends up getting dominated by the strong inmates.
-a semi sandbox, where you trade sexual acts for deals.
-a corruption game about slowly corrupting your coleagues(all females, maybe 1 is a femboy/trap) and the inmates as you plot revenge against the higher up who fckd your life and forced you into becoming a prison guard at a high security prison.
-a "breeding farm" game, but instead of breeding, you sell porn videos of the inmates, they are randomly generated, and stay for a limited time.
-a breeding farm+trainer game where you are actually a slave trainer, sent there to train new sluts for political figures. and you get "missions" about their preferences and you have to train those inmates before "selling" them. as you gain more money, you have access to more tools, and also level up your own trainer skills, making them do things better, easier.

It'd be good to be able to decide how to treat the inmates, play a good guy or a bad guy. You can either get to know the girls to be with them or use nefarious means to manipulate them instead. Have a relationship/reputation system, and make it so both methods have their own risks for getting caught and fired for banging the inmates.
A straightforward corruption/trainer/sandbox game where the MC takes advantage of inmates seem like the most natural fit, but I think you can do a nice VN with the idea too. A normal upstanding bloke with a strong sense of justice becomes the prison guard. He gradually gets fed up with some unruly bitches and takes matters into his own hands lol. The moral degeneration of the male MC is something that's not explored all that often in porn games. He could start with some inmates, and then their feminist lawyers, and then the female prison guards, and then the female warden, and then some government officials, eventually turning the facility into his own little kingdom. Not just because he can, but because of the necessity in protecting his own ass as he becomes more and more deranged.
and i gotta say, the ones that did, always felt bad or forced. it either tried to paint the MC as a saint, or as a whinner.
it reminds me of Gates Motel. where the MC keep geting offered blowjobs and sex, but becomes holier than thou, always cryong about them wanting to blow him or get fucked by him(seriously, a character who has sucked his dick at one point begs him to either let her suck him off, or even fuck her ass, and he keeps pushing her away, and the scene of her blowing him, his response isnt, thanxs/that felt great/i would love if you did it again, its to literaly ask what's wrong with her).
and then, he meet a savage girl, and his interactions with her always felt "predatory" as he gets off on her innocence.
overall, i always felt like unless you are playing some sort of saint/angelical character. you shouldnt bother trying to be moral. just dont make the character into a predator or an asshole.
i would even say, making the mc not have any personality actually helps more than trying to force one, and failing to write him well enough to not be atrocious.
