Identify Game with a black elf mayor

Hi everyone, long time ago I've played a game with a black mayor struggling to keep his town from 2 "bad guys" trying to put her in debt or something like that and blackmailing her.

There were also a dwarf bartender that you help win some competition, she had a sister if I recall correctly.

It was a RPGM game that for certain.

Any help would be appreciate !
