If your interested in games that are completed i would suggest trying ICSTOR's back catalogue, not a huge fan personally but you won't get more like Milf City than that since it's the same dev.
Also worth trying Dreams of Desire, it's complete and has a decent story, it's not sandbox like the two mentioned but the content is very much of a type and IMO it's better than many of the clones that came after. Similarly if it's the incest content your after consider The Visit, especially if your into larger than life breasts, it's recently been completed too. These are both VN's but are both eroge type incest games so should fit the bill well enough.
Perhaps the best option is treasures of Nadia which has well executed sandbox gameplay, very high quality IMO and regularly updated, sure it's in RPGM but it really doesn't hold it back, it's not a purely incest game but there is incest content to be had both with the players family and a mother daughter duo. The sheer quality of the visuals is enough for it not to matter if the content is a perfect fit as far as i'm concerned.
