The thing is in both the thread and the review they doesn't really show or mention/explain the sandbox/management building/upgrading elements of the game, so its hard to get an idea of what your looking for specifically.
Suggestion: Use the search filtering to find a thread / top on sandbox / management and or building / upgrading themes.
What I found: A thread titled
List of high quality management/corruption/transformation games has a few games in the list with brief descriptions, but honestly should be expanded upon imo (an incest thread i found is must more complete/expansive).
Suggestion: Use the tag filters when searching for games until you come across something that looks like what your after.
Suggestion: Wait for a better reply.
Suggestion: maybe narrow down what your looking for and or open it up?
Does it need to have both the sandbox/management and the building? If so the closest I can think og (which would probably be way different than what your hoping for) would be
Monster Black Market [v2.0.16.0 DLC] [Team-Apple Pie] but the relationships aren't as intimate, its more for breeding and livestock / management. Another and maybe better choice would be
Strive for Power [v1.0d] [Maverik].
The thing is are that games that come to mind that better fit your answer that i know of are all games still in development, the ones im familiar with.
