I've tried all the settings I can, but no luck. Any ideas?

I'm going to try getting Japanese Windows 8.1 from a torrent site and running it in a virtual machine but if something more practical is possible that would be great.

Nope, doesn't work.

I mean it does what it says it does, but the program still doesn't recognize my Windows as being Japanese Windows OS.

Maybe try setting it to JP timezone or sth.

Use this attached file, it will work for all regions. Point it to the game exe.
You need to use it always when starting the game, and for the first start you need to mount the DVD iso.

EDIT: It's a false positive, scan it with your antivirus if you're worried.
