Holiday Island to a lesser extent. The girls dress slutty but you still have to work to have sex with them. Still a great game. I recommend the Companion Mod as well as this mod so that you can have all the girls on the island at once.

Thanks, a lot of different recommendations, and they do seem kinda like what I had in mind. I'm not too into the bimbo part (more like skimpy clothing everywhere, people acting like its normal etc), but I'll give those a look!
