I'm looking for sandbox games where the world feels densely populated, with a lot of "extras" just kinda milling about in the background, but you can walk up to anyone and fuck them if your stats (seduction or mind control or whatever else) are high enough. Games like this I've played before are Lab Rats 2 (which I really liked), modded Sims 4 (which I was obsessed with for a while, but the art style doesn't do it for me anymore), Hentai High School (which would be exactly what I'm looking for, except that having sex with someone just displays a random hentai image that doesn't look anything like the character you're fucking), and an old game called Bonetown. I think maybe Glassix is the same type of thing, but I can't get over how it looks. The visual element of games is a big part of the enjoyment for me.

Tags you want to use are things like "Character Creation, Management, Harem, Animated" then set the Engine to something like Unity, Unreal, and etc -- something that deals with animations rather than videos. Although some Ren'Py VNs definitely have what you're looking for.

I know this site has a few games closer to what you're looking for rather than what I'm talking about but I'll think of them in a bit.

2D RPG Maker:
Town of Passion => Roaming around the town and eventually having sex with everyone
Impregnation Island => Roaming around the town and eventually having sex with everyone

3D RPG Maker:
Treasure of Nadia => Roaming around the town finding treasure and eventually having sex with everyone
Long Live the Princess => Roming around ancient town learning magic and eventually having sex with everyone (Technically there are no harem ending where you stay with every girls though)

These come to my mind and should fit the theme quite well.

I might not have explained well enough what I'm looking for. I'm not looking for a game where there are specifically plotted and scripted and rendered sex scenes for each active character in the game. I'm looking for more like a sandbox type of game where there could be an unlimited number of procedurally generated characters, filling up the game world far beyond the number of characters the dev wrote specific plotlines for. In games like Hentai High School or Lab Rats 2, you could walk into a location and see ten different random characters, and potentially have sex with any of them if your stats are high enough. Of course there won't be high quality animated sex scenes (there are in Sims 4 if you download the mods), but you also aren't limited to interacting with a specific, rigid set of characters.

Install Sims 4 with the WHickedWHims mod and decent animation pack. Done and Done.

Love and Sex - Second Base could be working for you, the variety is great, but the art is per character. Link in my signature.

I think Porn Empire may be too much of a simulation for your purposes, but it's sandbox the characters and animations are not for single characters.

That does kinda qualify for what I'm describing, but it's pretty sparsely populated.
