You could try Lab Rats 2 maybe? There lot of management to do in this game but you play as the CEO of a new pharmacetic corporation you created and you can hire computer generated characters, nothing stop you of harassing them like groping them, forcing them to take mind altering drugs because of a corporation policies you made or even using a slight mistake they made to kinda force them into sex/sexual Harassement unless they want to be fired/have their salary reducted.
It's really good game but like i said there is a LOT to manage at least in the early stage of your corporation when you need to research news field/ develop product/buy ressources/create your product/approve the product for sale/sell the product and repeat until you make enough money to hire said employee to take some of these jobs without risking bankruptcy.
PS: nothing stop you from cheating tho, there is even a modded version of the game you can download to have acces to cheats without bothering to install the mods yourself.
