Sorta like XXXIV, but more like... Modular for lack of a better term. This likely doesn't exist at all yet but basically a porn parody of the game Godhood where you choose different ideals and stuff to influence the society you're building. One idea I had for such a concept is choosing to make childbirth clean and pleasurable, but idk, I'm looking for anything at this point.

Yeah, I don't know if this exists as a standalone game, but a modded Stellaris might fit the bill. The game's nothing if not customizable, and you can always play as a theocracy if you want a religious aspect to it. Even in the base game you can customize your civilization on game start and then delelop it and interact with the factions that emerge.
