So, I'm kind of curious about this. Also i see this happens 99% of the times. Sometimes when I'm searching for games I find some devs that take cgs from different artists, so when you play the game you go from a really good quality art to the most shitty thing you could see. For me, this is a big turn off. What i was saying that happens 99% of the times, is that the devs from such games always uses an awesome art for the cover. What are you thoughts on this kind of games?

Theres different strategies for making games when you're unable to draw art for your own game. Commissions, making the game text only, traced drawings, daz3d, stolen porn assets. Cover art being unrepresentative of the project is standard marketing.
When you end up hiring freelance artists for a multi-year project you're all but guaranteed them ditching you at some point. It's also costly and you can always write more scenes than you can commission a good artist for.
It's not ideal, going from good art to less good sucks but its inevitable and likely better than the alternatives. You'll want some art for your sex scene and done is better than perfect. With shitty commissioned art you at least have the freedom to make scenes you want for your script and keep the oc character designs to maintain immersion.
