Yeah...The existence of no man's land called "neutral territories" in the first place is one of Orphelith's biggest crimes. If the status quo wasn't being enforced by Orphelith, the "neutral territories" would have become parts of kingdoms, and enjoyed law enforcement.
Or, what is much more likely, the "neutral territories" WERE parts of the kingdoms, but then were annexed by Orphelith and turned into lawless hellscape they are now.
And I don't even have to come up with arguments for the latter theory. Literally most armed conflicts in the last 50 years that were "solved" by UN intervention - were by creating the no man's land demilitarized zones, stalling the conflicts indefinitely and letting those wars smoulder forever. Just like "neutral territories" in GG.
-From treating The Neutral Territories as a buffer for when kingdoms go to war, subjecting their citizenry to the marching armies of the kingdoms while refuges have more time to evacuate;
-Showing a callous disregard for the lives of The Neutral Territory people, saying that she'd have killed'em all if there weren't any innocent people there.
-Thinking and making it seem like it's entirely made of lawless, criminal and mostly anarchic land of evil-doers, while other stories like Croixelle and Naya's make it clear its not the case. Some of those people are innocents or people driven out of the Kingdoms thanks to its harsh laws(Kive's story demonstrates how damaging they can be in regards to her mom) and insufficient lively hoods.
-Refusing to prosecute any wandering giantess for rampaging and murdering The Neutral Territories people for the sake of political expediency, leaving the judgements at the hands of the giantesses respective kingdom, which is something none of them have any reason to do so, thereby giving her tacit approval while washing her hands off entirely.
-Refusing to hold her agents accountable to Timfalme's laws whenever they venture out into Neutral Territory, giving them permission to behave in a similar manner to Kendra against hostile criminals.
Orpelith is someone who, in the process of trying to create peace and enforce a stable status quo, has lost touch with her humanity, choosing to disregard morality for the sake of political expediancy. Her treatment of the Neutral Territories is not just saying its 'not her problem' and leaving it at that. They are treated as expendable fodder in her eyes, a release valve for the conflict in the five kingdoms.
